Purpose: The Leadership Board will monitor and guide SBC’s progress and vision.
Biblical Mandate:
I Peter 5: 2-3: Be shepherds of God’s flock that is under your care, serving as overseers-not because you must, but because you are willing, as God wants you to be; not greedy for money, but eager to serve; not lording it over those entrusted to you, but being examples to the flock.
I Timothy 3: 1-7: Here is a trustworthy saying: If anyone sets his heart on being an overseer, he desires a noble task. Now the overseer must be above reproach, the husband of but one wife, temperate, self-controlled, respectable, hospitable, able to teach, not given to drunkenness, not violent but gentle, not quarrelsome, not a lover of money. He must manage his own family well and see that his children obey him with proper respect. (If anyone does not know how to manage his own family, how can he take care of God’s church?) He must not be a recent convert, or he may become conceited and fall under the same judgment as the devil. He must also have a good reputation with outsiders, so that he will not fall into disgrace and into the devil’s trap.
Please note: We believe that the Biblical offices of deacon and elder are open to both men and women. We understand the Biblical prohibitions to be essentially cultural in orientation.
Spiritual Giftedness: wisdom, discernment, administration, leadership
Guiding Principles:
1. PRAYER: The Board is expected to be in prayer for the church and to make every decision in an atmosphere of prayer and reliance on the Lord.
2. CONSENSUS: The Board is expected to strive for and operate by consensus in all decisions.
3. CONFIDENTIALITY: The Board is expected to maintain confidentiality on all issues that are agreed to be confidential.
4. UNITY: The Board is expected to operate as a united group and to speak with one voice to the congregation.
5. PROGRESS: The Board is expected to make decisions that reflect progress toward our vision and mission.
6. SUPPORT: The Leadership Board is expected to be supportive of the Lead Pastor.
Parameters:
1. SCRIPTURE For whatever task or activity the specific board engages in, there must be a clear and agreed upon Biblical mandate to undergird and direct their work (Psalm 119: 105).
2. LAW Every activity the board engages in or endorses must be in accordance with the laws of our land. We cannot condone or ignore any activity which is contrary to the law (Romans 13: 1-6).
3. PURPOSE Every activity and decision of the board must be in keeping with the stated purpose of the board. No board should engage in decision-making or activities outside of the parameters of its purpose (Proverbs 19: 21).
The Leadership Board will be responsible for:
1. Reviewing Church Governance annually
2. Setting policies for SBC
3. Annually reviewing and reporting to the congregation regarding progress on SBC’s Vision and Mission
4. Monitoring SBC’s finances and budget
5. An annual review of Lead Pastor(s)
6. Commissioning and overseeing a Search Committee tasked with seeking a new Lead Pastor
7. Maintaining the legal status of the society
Board Membership: The Leadership Board will consist of seven church members, who are affirmed by the church membership, plus the Co-Lead Pastor(s) (non-voting). All members of the Leadership Board shall be members of Summerland Baptist Church and shall be affirmed with a minimum 75% approval by the members attending the Annual General Meeting of Summerland Baptist Church.
Length of Term: Leadership Board members may serve up to a maximum of 2 consecutive 3-year terms if supported by the Nominating Committee and affirmed by the church membership.

Responsible for: Providing practical assistance, encouragement, accountability and direction to enhance church health
Responsible to: The Lead Pastor
Purpose: To prayerfully oversee and promote the spiritual health of the congregation
Biblical Mandate:
I Timothy 3: 8-13: Deacons, likewise, are to be men worthy of respect, sincere, not indulging in much wine, and not pursuing dishonest gain. They must keep hold of the deep truths of the faith with a clear conscience. They must first be tested; and then if there is nothing against them, let them serve as deacons. In the same way, their wives’ are to be women worthy of respect, not malicious talkers but temperate and trustworthy in everything. A deacon must be the husband of but one wife and must manage his children and his household well. Those who have served well gain an excellent standing and great assurance in their faith in Christ Jesus.

4. Relationships: The Deacons will provide encouragement and promote the building and restoration of relationships.
5. Confidentiality: The Deacons will maintain confidentiality.
6. Consensus: The Deacons will strive for consensus in making decisions.
7. Unity: The Deacons will operate as a united group amongst themselves and to the congregation.
The Deacons Board Member:
1. Cannot be a new believer
2. Cannot be related to pastoral staff
3. Must be able to demonstrate active involvement in the church
4. Must demonstrate spiritual maturity
5. Must be a baptized member
6. Must be supportive of the Lead Pastor
Board Membership: The Deacons Board will consist of 6-10 members who are affirmed by the congregation. They are directly responsible to the Lead Pastor and are expected to work in harmony with the other ministry boards.
Length of Term: Members will be affirmed for a 3-year term, and may be affirmed to serve additional consecutive terms.

Responsible for: Praying, supporting, raising awareness, discerning, managing allocated church resources and implementing a plan to see SBC become more effective at reaching the local community and the globe through global ministries.
Responsible to: The Lead Pastor
urpose: The Missions/Outreach Board will oversee our ministry of evangelism and service in accordance with SBC’s vision.
Biblical Mandate:
Matthew 28: 19 & 20: Then Jesus came to them and said, “All authority in heaven and on earth has been given to me. Therefore, go and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit, and teaching them to obey everything I have commanded you.”
Luke 10: 27-29, & 37: He answered, “‘Love the Lord your God with all your heart and with all your mind’; and, ‘Love your neighbour as yourself.'” “You have answered correctly,” Jesus replied. “Do this and you will live.” But he wanted to justify himself, so he asked Jesus, “And who is my neighbour?” The expert in the law replied, “The one who had mercy on him.” Jesus told him,”Go and do likewise.”

The Missions/Outreach Board will:
1. Prayerfully develop a plan for SBC’s missions/outreach in accordance with our vision.
2. Oversee and guide SBC’s ministry of evangelism and service.
3. Set principles and policies for missions/outreach.
4. Measure the effectiveness and evaluate SBC’s missions/outreach efforts.
5. Prioritize and approve individual missions/outreach projects and efforts.
6. Will implement strategies to enable SBC to effectively reach out to the community and the world.
The Missions/Outreach Board member:
1. Must be able to demonstrate active involvement in the church.
2. Must support for the vision of the church.
3. Must support mission work through prayer and faithful giving.
4. Must work in harmony with the other ministry boards and the lead pastor.
5. The Chair must be a member of the church.
Board Membership: The Board will consist of an affirmed chair and four other appointed members.
Length of Term: The Chair will be affirmed for a 3-year term and may be affirmed to serve additional consecutive terms. The Board Members may be appointed for a 3-year term and may be appointed to serve additional consecutive terms.

Responsible for: Tracking and reporting financial information, developing and implementing financial policies and procedures, coordinating budget development, communicating and educating Boards and Congregation regarding financial information, maintaining Legal Society status, assisting in annual review of staff compensation packages.
Responsible to: The Lead Pastor
Purpose: To oversee the financial stewardship of the church
Biblical Mandate: To be good stewards of the money that has been given for the work of Christ: Luke 16: 10-12 “Whoever can be trusted with very little can also be trusted with much, and whoever is dishonest with very little will also be dishonest with much. So if you have not been trustworthy in handling worldly wealth, who will trust you with true riches? And if you have not been trustworthy with someone else’s property, who will give you property of your own?
Spiritual Giftedness: Administration, wisdom, giving, and faith.
Parameters:

The Finance Board members:
1. Must be actively involved members of the church
2. Must support the vision of the church
3. Must demonstrate faithful giving
4. Must not be directly related to the pastoral staff
5. Are directly responsible to the Lead Pastor and are expected to work in harmony with the other ministry boards
Board Membership: The Board will consist of 4-7 affirmed members plus an elected Treasurer. The Bookkeeper will advise the board in a non-voting capacity. The Treasurer & Chair positions may be held by the same person.
Length of Term: The Treasurer/Chair will be affirmed for a 3-year term and may be affirmed to serve additional consecutive terms. The Board Members may be appointed for a 3-year term and may be appointed to serve additional consecutive terms.

Responsible for: Building maintenance, repair, upgrades, replacement policies, Janitors, rental properties, and security.
Responsible to: The Lead Pastor
Purpose: To manage the facilities and physical resources which God has provided.
Biblical Mandate: Ecclesiastes 10: 18 If a man is lazy, the rafters sag; if his hands are idle, the house leaks.
Spiritual Giftedness: wisdom, helps, administration, and serving.
Parameters:

Length of Term: The Chair will be affirmed for a 3-year term and may be affirmed to serve additional consecutive terms. The Board Members may be appointed for a 3-year term and may be appointed to serve additional consecutive terms.
